Pagination problem and similar problems

Newspaper pagination process is NP hard problem and it is related to space optimization process.
There are some related problems that similar to pagination problem. These are bin packing problem (think about two dimensional way), Two dimensional strip packing problem (2SPP). But when we think about the newspaper pagination process it is a optimization process but with the rules and regulation of the advertisement placement that use by the newspaper publication corporations.

Then we want to optimize the space according to theses constraints.
